Introduction
The Michigan Great Lakes Wind Council, created by Executive Order No. 2009-1, serves as an ad hoc advisory body within the Michigan Department of Energy, Labor &amp; Economic Growth to examine issues and make recommendations related to offshore wind development in Michigan. The 25-member council consists of key state agency representatives and stakeholders appointed by Governor Jennifer M. Granholm. The primary tasks of the council are to recommend criteria to review applications for offshore wind development, as well as criteria to identify and map the least and most favorable areas for such development in the lakes. In accordance with the council’s charge set forth in the executive order, this final report includes suggested changes to legislation and administrative rules and policies to establish a clear and balanced process for siting offshore wind projects in Michigan’s Great Lakes. This report also includes lessons learned from other jurisdictions with experience related to offshore wind development.

The Michigan Recycling Partnership (MRP) enlisted PSC to update the 2006 PSC report, Expanding Recycling in Michigan, which provided information on Michigan’s municipal solid waste (MSW) recycling performance and model state recycling programs, and quantified the economic benefits of increased recycling.
Specifically, PSC...

    added a summary of the 2007 Michigan Solid Waste Policy;
    added 2006 data on percentage of municipal waste recycled, combusted, landfilled);
    recycling rates;
    per capita recycling rates;
    percentage of population served by curbside recycling programs;
    additional model state program descriptions, and
    a summary of a 2009 public opinion poll on satisfaction with available recycling opportunities and support for comprehensive statewide recycling.


At the MRP’s request, PSC also quantified the greenhouse gas emission reductions achieved by Michigan’s 20 percent recycling rate, as well as the emission reductions possible if Michigan’s recycling rate increased to the Great Lakes average of 31 percent. PSC also assisted in promoting the final report findings through press events and editorial board visits.</description>

Executive Summary
In June of 2008 the Skillman Foundation (Skillman) contracted with Public Sector Consultants Inc. (PSC) to research the issue of First Class School Districts and to provide details to help formulate an analysis that the loss of First Class status would have on Detroit Public School children.
Our analysis included a detailed review of the Michigan Compiled Laws (MCL), relevant legislative proposals before the Michigan legislature, and published articles concerning the issue of First Class Schools, as well as discussions with policymakers and legislators.
Based on our research, we have concluded that if Detroit Public Schools no longer meets the statutory definition of a School District of the First Class, there are a number of statutory references that will be affected, administrative processes that will require clarification, and potential financial and programmatic issues to be considered. These include

    the composition and business procedures of the Detroit Public Schools Board of Education;
    financial references to the distribution of grant funds in the School Aid Act;
    programmatic references, including references to charter school authorizing in the city of Detroit; and
    statutory definitions in other acts unrelated to the Revised School Code or the School Aid Act which will be affected by a change in status of the Detroit Public Schools.

For many years, PSC published a series of reports                under the Public Sector Reports banner. A number of people have                suggested that we resuscitate musings on the state scene. The Internet                makes this convenient—not to mention very timely and very                inexpensive. Hence, we embark on Internet-based commentaries to                clients and friends.
We call these observations the Michigan Policy                Circle. It’s all about deepening and widening interest                in state public affairs among people who make a difference by serving                our state and its communities. Commentaries and messages will be                thoughtful and incisive, but not numbingly regular or obscenely                reverent. Our colleagues and friends will write on topics of interest                when the mood strikes.
